Transfer of ownership in Dubai refers to the legal process whereby the ownership of a property is transferred from the current owner to the new owner by registering the new owner on the Title Deed at the DLD-registered Trustee Office (Real Estate Registration Trustee).
Even when the sale agreement is signed, this does not transfer ownership, the change only occurs once the transfer has been registered and a new Title Deed is issued in the buyer’s name. That’s why it is sometimes referred to as a deed transfer: the actual transfer of the deed isn’t a handshake, it is a transfer of the deed itself.
Not all transfers are sales. The DLD keeps track of transfers that occur via sale, gift, inheritance, divorce settlement or court order and each type of transfer has its own paperwork and fee treatment. A Title Deed is proof of ready property and off-plan property which is held on a pre-title deed (Oqood) until handover.
A gift deed transfer of property is a transfer of property entered in the DLD gift route without any consideration, that is, without payment of any price. Must be accompanied by proof of relationship, Emirates ID or passport and the Title Deed or Oqood, and eligible first-degree relatives will not have the usual 4% transfer charge, except for typing, valuation and fixed registration charges. Exemption rules are relationship-dependent and subject to change; Be sure to check with the DLD or your trustee before budgeting.
Treat it as a gift rather than a sale: collect both Emirates IDs, proof of relationship and deed, do a DLD valuation if necessary, and register a new Title Deed with a Trustee Centre. If the relationship is eligible, the 4% fee is non-existent, otherwise standard transfer fees kick in.
Many delays are due to lack of a paper and not a legal complaint, so create the file early.
The last thing you need is an appointment slot. Make sure that all outstanding service charges have been paid, have the developer’s NOC and then book your trustee centre slot. On the day the deed is executed both parties appear before the DLD and sign the deed, pay the DLD fees and take delivery of the deed.
Registration is typically completed on the day the NOC and documents are ready. These delays are due to unsettled dues, name variations and lack of mortgage lender clearance or Power of Attorney.
This is where most online guides remain ambiguous, as costs are stacked, not single.

Use a DLD-registered Trustee Office, complete clearance of NOC and service charge prior to booking and appoint a notarised Power of Attorney if either party is overseas. The real shortcut is a prepared file, NOT a contact within the department.
The DLD issued certificate of ownership is the Title Deed and its off-plan counterpart is the Oqood.
Download a digital copy using the Dubai REST app and do a verification check. It’s important to always check the deed before making any deposit, as one deed number will verify the seller and the property are the same.
The certificate of registration prior to completion is called off-plan registration certificate and is known as Oqood. Transferring an off plan unit is transferring an Oqood and then converting it to a Title Deed at handover.
A Title Deed includes the name of the owner, the deed number, the plot number, the property type, built-up area and mortgage information. The deed number is provided in all DLD forms, and is important, so be sure to have it to hand.
The new title deed is issued in the name of the buyer, developer records are updated, utilities are transferred and the unit is registered in Ejari if rented. The deed will contain a mortgage if the purchase was done on credit.
Property transfer in Dubai is less about negotiation and more about sequencing: verify the deed, clear dues, secure the NOC, then register. Handle those four in order and most transfers complete within a day of the appointment.
Whether you are buying, selling or executing a gift deed transfer of property for family, having a team that has walked the process before removes the guesswork — which is where Shubh Labh Realtors adds value for overseas Indian owners.
By market convention the buyer bears it, unless the MOU states otherwise. Always record the split in writing.
Yes. A notarised Power of Attorney allows a representative to sign on the seller’s behalf.
Exemptions are generally limited to first-degree relatives such as spouse, parents and children. Siblings usually fall outside it, so verify with the DLD.
The lender must issue clearance and the mortgage is settled or transferred before registration proceeds.
